Thursday, there were more than 64,000 new coronavirus cases reported across the U.S., according to the Centers for Disease Control and Prevention–the sixth single-day record in the last 10 days. At least six states set their own single-day records on Thursday, according to a New York Times database: Alabama, Idaho, Missouri, Montana, Oregon and Texas.
At least two others recorded their highest one-day death totals: Florida, with 120, and Tennessee, with 22. Nationwide, the daily death toll is still well below the peak of mid-April, but it is rising. The seven-day average has increased from 471 coronavirus deaths per day earlier this month, to 608 yesterday.
There are now more than 3.1 million confirmed cases in the U.S., with over 133,000 deaths, according to the Johns Hopkins University tracker. Globally, there are more than 12.3 million confirmed cases and over 556,000 deaths.
The number of daily coronavirus tests needs to drastically increase before the country is at a level necessary to mitigate the spread of the virus, Keith Collins reports for The New York Times. The country needs to do some 1.6 million daily tests; right now, we’re doing less than 635,000. Just 11 states and the District of Columbia are testing enough, five are close, and 34 are far from testing enough, including states seeing a rapid rise in cases, like Texas, Florida, and California.
According to ABC News, at least 13 states have reported problems with testing capacity, from a shortage of test kits to slower turnaround time for results.
One of Pasadena’s most well-known streets, Colorado Boulevard, will get a makeover starting this Saturday, July 11 as it becomes the first location in the city to offer outdoor dining in city streets. The State of California’s recent directive to limit dining indoors has resulted in the expansion of outdoor dining a priority for local governments and restaurateurs. The City has worked closely with The Playhouse Village and Old Pasadena Management District in identifying locations for street closures for on-street dining that best support local restaurants. The first of several partial street closures will go into effect as early as this Saturday, July 11. Community members can expect to see partial street closures in the following areas: On Colorado between Madison Ave to El Molino Ave (north and south curb); On Colorado between Fair Oaks Ave to Raymond Ave (south curb only); Union Street west of Raymond Ave (north side) Starting Friday, July 10, crews will be out to reconfigure these street segments. Streets will be reconfigured to allow for one lane of travel in each direction and will include a limited number of diagonal parking spaces with the intent of continuing to provide opportunities for curbside pick-up for retail merchants. Transit services will continue on their designated routes, but bus stops within these designated street segments will be relocated to nearby temporary bus stops.
The City will continue to work on advancing plans for additional on-street dining opportunities and are anticipating the following partial street closures to be in place by July 25th, if not sooner: Colorado between El Molino Ave to Oak Knoll Ave; Colorado between Oak Knoll Ave to Hudson Ave (south curb only); Green St between Pasadena Ave to De Lacey Ave (north curb/half block); Green St between De Lacey Ave to Raymond Ave (south curb); Colorado Blvd between Fair Oaks Ave to Raymond Ave (north curb); Colorado Blvd between Raymond Ave to Arroyo Pkwy (north curb/no parking)
The City’s Department Of Transportation has developed guidelines that allow for Business Improvement Districts (BIDs) and restaurants, including those not located within a BID, to apply for an on-street dining permit. The new Temporary On-Street Dining application is now on the city website and can be accessed via the Rapid Reopening Permits & Plan Check Portal. In addition to on-street dining applications, interested restaurateurs can submit applications for a rapid review of outdoor dining permits for sidewalks and private property, conditional use permits for alcohol sales, and structural/non-structural tenant improvements. Funding/Grants Available
PPP Loan Application Extension – Legislation was passed and signed into law extending the deadline to apply for Paycheck Protection Program loans to August 8, 2020. Roughly $125 billion in funding remains in the PPP. If you don't already work with an SBA approved lender, You can find a lender on SBA's website
LA County Regional Recovery Fund: In response to the devastating effects that COVID-19 is having on the local economy, the County of Los Angeles and the City of Los Angeles, in partnership with institutional and corporate philanthropy, have come together to create the LA Regional COVID-19 Recovery Fund. The regional fund will offer loan and grant resources to micro-entrepreneurs, small businesses, and non-profits. The Fund will also deploy flexible loans and micro-loans to micro-entrepreneurs, small businesses, and non-profits across the LA region in Fall 2020. The LA Regional COVID-19 Recovery Fund partners with community organizations to provide free coaching and one-on-one technical assistance (TA) to all applicants seeking support before, during, and after grant and loan submission. On June 1, 2020, a free mobile application for restaurants was unveiled to the community. Pasadena Be Local Strong lists Pasadena area restaurants that are open for business. There are no charges to restaurants to be listed and no cost to for users to download the app. The application is a collaboration between Small World Communication and the Pasadena Chamber of Commerce as part of Small World’s Be Local Strong initiative. The app can be accessed online at https://pasadena.belocalstrong.com/.
Businesses that want to be listed on the site can go to: https://belocalstrong.com/home/submit-your-listing/ and put in their information. Right now, the app only lists restaurants, but retail and service businesses will be added soon. The app is available to any retail or service business in the greater Pasadena area. Membership in the Pasadena Chamber of Commerce is not required to be listed.

The City of Pasadena launched expedited permit and plan check processes to facilitate the rapid reopening of qualified dining and retail establishments seeking to comply with COVID-19 protocols and social distancing requirements. The City will also allow certain restaurants to temporarily expand dining areas outdoors. The online application portal has been created to facilitate submittal of these applications and to ensure streamlined departmental review within the expedited timeliness.
